Dear Turnbull,
We have received a telegram from the Naval Officer in Charge, Hong Kong, in the following terms :
"Reference Hong Kong Government War Revenue
ordinance Number 13 of 1940. Request instructions on following points (1) are unestablished employees entered from United Kingdon liable to Hong Kong salary tax, and if so (2) on what income is the tax payable for the year of arrival departure or establishment (3) is Cashier to recover tax from salaries and wages on behalf of
local tax commissioner if requested to do so.

I should be very grateful if you would supply a copy of the Ordinance referred to, and advise as to the replies which should be made to points (1) and (2). The questions raised probably concern other Departments besides the Admiralty.
If this is not a matter for you will you please
pass it on to the officer concerned.
